There is no 100 series LandCruiser 1998-2007 supplied to Australia with a Cabin filter installed from the factory. Good news is that some cars have the cabin filter set up already but no filters inside. Just check if you have the access lid as on the photo marked "Set up filters ready". You need only 2 filters

Moreover, there are two types of evaporators and heaters installed on the same model. Consequently, installing the cabin filter for some 100 Series LandCruisers requires no modification, allowing the filter to fit seamlessly into the cavity.
However, in other models with a shorter cavity, the filter may only be halfway through. In this case, simply cut the filter in half and trim the tab off the other end to ensure the door fits properly. Photo "How to cut the filter"
